Agility Perks
Agility is a measure of your overall fitness and how sharp your reflexes are. It affects the number of Action Points you get in V.A.T.S. and your ability to sneak.
Level 01: Gunslinger
Non-automatic pistols get increased damage
Rank 1 – Non-automatic pistols get a 20 per cent damage boost
Rank 2 – Non-automatic pistols get a 40 per cent damage boost and have increased range (unlocks at level 7)
Rank 3 – Non-automatic pistols get a 60 per cent damage boost and have even further range (unlocks at level 15)
Rank 4 – Non-automatic pistols get an 80 per cent damage boost and their attacks can potentially disarm enemies
Rank 5 – Non-automatic pistols do double the damage; attacks have a higher chance of disarming enemies and possibly cripple them (unlocks at level 42)
Level 02: Commando
Automatic weapons deal more damage
Rank 1 – Automatic weapons get 20 per cent damage increase
Rank 2 – Automatic weapons get 40 per cent damage increase; improved hip-fire accuracy (unlocks level 11)
Rank 3 – Automatic weapons get 60 per cent damage increase; even better hip-fire accuracy (unlocks at level 21)
Rank 4 – Automatic weapons get 80 per cent damage increase; attacks can potentially stagger enemies (unlocks at level 35)
Rank 5 – Automatic weapons deal double the damage; attacks have a higher chance of staggering enemies (unlocks at level 49)
Level 03: Sneak
The likelihood of being detected by enemies is decreased
Rank 1 – You become 20 per cent harder to detect
Rank 2 – You become 30 per cent harder to detect; can no longer trigger floor-based traps (unlocks level 5)
Rank 3 – You become 40 per cent harder to detect; can no longer trigger enemy mines (unlocks at level 12)
Rank 4 – You become 50 per cent harder to detect by enemies; running no longer effects stealth (unlocks at level 23)
Rank 5 – Using stealth mode results in distant enemies losing sight of you (unlocks at level 38)
Level 04: Mister Sandman
Kill someone in their sleep instantly and get attack bonuses for silenced weapons
Rank 1 – Instantly kill humans while they sleep; silenced weapons deal an additional 15 per cent sneak attack damage
Rank 2 – Silenced weapons deal 30 per cent sneak attack damage (unlocks at level 17)
Rank 3 – Silenced weapons deal 50 per cent sneak attack damage (unlocks at level 30)
Level 05: Action Girl
Action Points regenerate faster
Rank 1 – Action Points regenerate 25 per cent faster
Rank 2 – Action Points regenerate 50 per cent faster (unlocks at level 18)
Level 06: Moving Target
Gain Damage Resistance and Energy Resistance while sprinting
Rank 1 – Gain +25 Damage Resistance and +25 Energy Resistance while sprinting (unlocks at level 24)
Rank 2 – Gain +50 Damage Resistance and +50 Energy Resistance while sprinting (unlocks at level 44)
Level 07: Ninja
Ranged attacks and melee sneak attacks deal increased damage
Rank 1 – Your ranged sneak attacks do 2.5x more normal damage and your melee sneak attacks do 4x more normal damage
Rank 2 – Your ranged sneak attacks do 3x more normal damage and your melee sneak attacks do 5x more normal damage (unlocks at level 16)
Rank 3 – Sprinting consumes 50 per cent fewer Action Points (unlocks at level 33)
Level 08: Quick Hands
Reload weapons faster and receive additional benefits
Rank 1 – Reload times are faster
Rank 2 – Reloading guns no longer costs Action Points in V.A.T.S. (unlocks at level 28)
Level 09: Blitz
Attack multiple targets with melee weapons from a distance while in V.A.T.S.
Rank 1 – Melee distance in V.A.T.S. is increased
Rank 2 – The distance is increased further, and the further the targets, the higher the damage (unlocks at level 29)
Level 10: Gun-Fu
Inflict more damage to your second enemy and beyond in V.A.T.S.
Rank 1 – Inflict 25 per cent more damage to your second enemy and beyond in V.A.T.S.
Rank 2 – Inflict 30 per cent more damage to your third enemy and beyond in V.A.T.S. (unlocks at level 26)
Rank 3 – Inflict an instant critical hit to your fourth enemy and beyond in V.A.T.S. (unlocks at level 50)

Luck Perks
If you up your Luck skill, your general good fortune will be a lot better. Luck also affects the recharge rate of Critical Hits.
Level 01: Fortune Finder
Containers will have more bottle caps
Rank 1 – You’ll find more bottle caps in containers
Rank 2 – You’ll find even more bottle caps in containers (unlocks at level 5)
Rank 3 – You’ll find a lot more bottle caps in containers (unlocks at level 25)
Rank 4 – You’ll find an even larger amount of bottle caps in containers; enemies may also explode into a shower of bottle caps when killed (unlocks at level 40)
Level 02: Scrounger
Containers will hold more ammo
Rank 1 – You’ll find more ammo in containers
Rank 2 – You’ll find even more ammo in containers (unlocks at level 7)
Rank 3 – You’ll find a lot more ammo in containers (unlocks at level 24)
Rank 4 – You’ll find an even larger amount of ammo in containers (unlocks at level 37)
Level 03: Bloody Mess
Gain even more bonus damage, which allows for a higher chance of enemies exploding when attacking them
Rank 1 – Gain 5 per cent more damage; higher chance of enemies exploding
Rank 2 – Gain 10 per cent more damage (unlocks at level 9)
Rank 3 – Gain 15 per cent more damage (unlocks at level 31)
Rank 4 – When an enemy explodes, it’s possible for nearby enemies to also explode (unlocks at level 47)
Level 04: Mysterious Stranger
A mysterious stranger may appear to help you during combat
Rank 1 – The stranger will occasionally lend support in V.A.T.S.
Rank 2 – He will appear more often in V.A.T.S. (unlocks at level 22)
Rank 3 – He will appear much more often in V.A.T.S. and there’s also a chance that your Critical metre will refill (unlocks at level 41)
Level 05: Idiot Savant
Gain random experience multipliers that can occur more often the lower your Intelligence level is
Rank 1 – You’ll randomly receive 3x experience from any action; chances increase the lower your intelligence
Rank 2 – You’ll randomly receive 5x experience from any action (unlocks at level 11)
Rank 3 – Randomly receiving bonus experience from an action has a chance of triggering 3x experience for all kills for a short period of time (unlocks at level 34)
Level 06: Better Criticals
Criticals get a damage increase
Rank 1 – Criticals inflict 50 per cent extra damage
Rank 2 – Criticals inflict twice as much damage (unlocks at level 15)
Rank 3 – Criticals inflict 2.5x as much damage (unlocks at level 40)
Level 07: Critical Banker
Save V.A.T.S Critical Hits to use in combat
Rank 1: Save a V.A.T.S. Critical Hit to use in combat
Rank 2: Save two V.A.T.S. Critical Hits to use in combat (unlocks at level 15)
Rank 3: Save three V.A.T.S. Critical Hits to use in combat (unlocks at level 40)
Level 08: Grim Reaper’s Sprint
Kills in V.A.T.S can possibly restore all Action Points
Rank 1 – Kills in V.A.T.S. have a 15 per cent chance of restoring all Action Points
Rank 2 – Kills in V.A.T.S. have a 25 per cent chance of restoring all Action Points (unlocks at level 19)
Rank 3 – Kills in V.A.T.S. have a 35 per cent chance of restoring all Action Points (unlocks at level 46)
Level 09: Four Leaf Clover
Successful V.A.T.S. hits can potentially fill your critical meter
Rank 1 – Each successful V.A.T.S. hit can potentially fill your critical meter
Rank 2 – Each successful V.A.T.S. hit has a better chance of filling your critical meter (unlocks at level 9)
Rank 3 – Each successful V.A.T.S. hit has an even better chance of filling your critical meter (unlocks at level 31)
Rank 4 – Each successful V.A.T.S. hit has a very high chance of filling your critical meter (unlocks at level 47)
Level 10: Ricochet
Enemy ranged attacks can sometimes ricochet back and instantly kill them
Rank 1 – Enemy ranged attacks will sometimes ricochet back and instantly kill them; chances of this are increased the closer to death you are
Rank 2 – The chances of a successful ricochet are higher (unlocks at level 29)
Rank 3 – The chances are increased further, and there’s a chance that your Critical meter will refill in the process (unlocks at level 50)
