Do we know if the New Xbox Experience will be preloaded onto the new consoles? Or will it remain a download?

Pretty sure it will be preloaded - it's likely if you bought a console today you'd need to download it, but as current stocks are cleared, I can't see why MS wouldn't preinstall NXE, much as you'd expect the latest firmware to be on a brand new PS3 or Wii.

Maybe the new machines with the internal 256 memory will have some sort of 'preloaded with NXE' on the box or something?

The easiest method of telling would be the power cable, all the new 360's with the onboard memory have different power connectors to the older 360's, so just find out the difference (a pretty quick google search) then when you go to buy simply ask to see the Xbox you're buying and most stores will oblige.

Personally I liked my extra 256mb memory card that I got with my arcade - sold it for £15 on ebay and bought a 20gb hard drive for £25!

A bit slack, but fair enough.
