Actually, program is correct.
Programme refers to shows on the television, or a programme of events. A program is a piece of software.
Program, the verb, applies to both program and programme.

Erm, in reference to the news article, the new Dell Studio desktops have been on the Dell UK site for at least the past two days. Prices start at £339. Just go to the Dell UK site - there's a big advert on the front page.

Also i think you mean the american war of independence? The american civil war had several complex factors but i am not sure the spelling of programme was one of them.

you know what gets most up my nose? microsoft's refusal to change the way they spell programmes - they always spell it "programs", which just isn't right... i could never understand their insistence on spelling everything wrong: maybe if things were a little different in the american civil war... maybe, just maybe...
