I'm just guessing, but perhaps they have advertising for those countries, so those from other countries are not potential consumers so can't be added to their listener stats for money from advertisers.
Still one would hope then those paying the dosh should be able to avoid the ads.
I hope they'll be accepting third-party scrobblers at least. Most of the users are using just Last/fm scrobbling, anyway, maybe even more than half doesn't need the radio.
Can't say I'll miss Last.fm. Even so, the music industry still seems intent on poisoning any innovation that doesn't fill it's pockets.
