The argument that Three doesn't currently offer a £30 tariff is irrelevant: if you sign up to their advertised Mix & Match 1100 for £27, and then make 1125 minutes calls (ie 25 minutes over @ 12p/min), you will pay exactly £30. So yes, Three does offer more minutes than T Mobile for £30 exactly.

NB. Three are actually currently offering 1100 minutes and texts with a Nokia 3120: http://threestore.three.co.uk/?id=1184&MixMatch for only £20 per month

Yep, but it's all down to the minutiae of legal detail - and on that front T-Mobile is safe. Even if it is misleading.
