Fallout 4 “Survivor 2299” teaser website adds new countdown

Update: There's a new countdown timer on the Fallout 4 teaser website, announcing the arrival of "Nuclear Winter".

The "Survivor 2299" website now carries a new countdown banner that asks Fallout fans to wait patiently for the arrival of Nuclear Winter at the end of the week.

With the countdown timer currently scheduling Nuclear Winter for around 8.30pm BST on Sunday, December 1, which is obviously done deliberately to coincide with the start of the new winter month.

We expect that the Survivor 2299 teaser site will be given a rather large update on this date ahead of the larger reveal teaser by the other countdown timer for December 11.

There have been myriad taunts on the site so far, including audio teasers, Morse code snippets and links to past Fallout games including Fallout 3 and its unmarked Oscar Zulu radio station quest.

Update 22/11/2013: The Survivor 2299 Fallout 4 teaser website continues to taunt us with new codes to decipher ahead of a potential VGX announcement.

It now bares the rather complex code of: "ZL/QRNE/FVFGRE./V'Z/URNQVAT/GB/GUR/VAFGVGHGR./TBQ/XABJF/JUNG/UNCCRARQ/GB/GUVF/CYNPR/ABJ./GUVF/BYQ/ONFGNEQ/JVYY/URYC/HF./UR/ZHFG/URYC/HF./--0321--"

This translates to:

"MY DEAR SISTER. I’M HEADING TO THE INSTITUTE. GOD KNOWS WHAT HAPPENED TO THIS PLACE NOW. THIS OLD BASTARD WILL HELP US. HE MUST HELP US. –0321–"

At one point if you highlighted the text on the page, before the new code appeared, the site said: “Nuclear winter is coming. Reserve your future home today! 877-260-2299″. If you called this American number you were met with a recorded message that plays the Tranquility Lane music from Fallout 3.

However, this phone number is now inactive.

The site then offered the phrase "###PERMISSION DENIED BY OVERSEER (15334) ###" when you hovered over the text, but this has gone too now.

You have to admit, Bethesda is doing a really good job of teasing Fallout 4 and has certainly riled up the Fallout fans ahead of an official announcement.

The Oscar Zulu transmission from Fallout 3

Original Story:

The Fallout 4 “Survivor 2299” teaser website has been updated with a new Morse code signal and an official Bethesda Vault-Tec logo.

The Survivor 2299 Fall out 4 teaser site is still a mystery, but it has now been updated with a rather cryptic audio Morse code signal.

Of course, eagle-eared Fallout fans have already decoded the message to say “CQ CQ CQ DE OZ SE AS”. Now that may not mean much to the average reader, and certainly not us, but it roughly translates to:

“Call Any Station, Calling Any Station, Calling Any Station, This is From OZ (Oscar Zulu), Please Wait.”

This may well be in relation to the Oscar Zulu radio station in an unmarked quest from Fallout 3, and that’s pretty much the only connection to Fallout 4 the teaser site is giving us so far.

However, the site has also been updated with the official Vault-Tec logo from the Fallout series, which makes the Fallout 4 teaser site seem much more legitimate.

A Fallout 4 trademark was filed by Bethesda for Europe earlier in the week, which incorporated merchandise and digital media as well as the game itself, suggesting Bethesda is gearing up for a big launch.

An official Fallout 4 game announcement is tipped for December 7 at VGX, previously known as the Spike VGA Awards.

Other blockbuster titles have been announced there in recent years, including Elder Scroll V: Skyrim and Uncharted 3: Drake’s Deception.

Square Enix is also allegedly poised to launch the Xbox One and PS4 Tomb Raider: Definitive Edition, a next-generation port of its successful 2013 Tomb Raider reboot.

What’s interesting is that the timer on the Survivor 2299 page is counting down to December 11, rather than the VGX awards date.

It states on the wiki that the little boy that is part of the oscar zulu sidequest was not found. His skeleton wasn't in the area. Could you be "The Survivor" who would be the little boy grown up?

On the teaser site, black writing (so that you can only see if highlight the text by dragging a clicked cursor over it) says "Nuclear winter is coming. Reserve your future home today! 877-260-2299". Any ideas?

I must have caught the morse code before it changed. The original was .---- ..--- .-.-.- .---- .---- .-.-.- .---- ...-- [break] .--- .--- .-.-.- .---- ..--- .-.-.- .---- ...-- or 12.11.13 [break] 11.12.13... Date and Time I assume. See if I still have the audio file around somewhere.

Every letter is 13 letters along in the alphabet, its a common programming technique to make text unreadable to humans but super easy to decode by machines

idk if it is true or not but i heard that Bethesda was scoping out Boston for Fallout 4. but it does not matter as long as there will be another fallout :)

I really hope they move this out of the the U.S. Or at least out of a well known, big city and into a region more so. Not just Vegas and it's desert (I know different company) or Washington and it's surrounding but an area like The West Coast or the Bayou or something like that. I know it's suppose to be set in America but I'd really love to see it set back in the WW3 era in maybe China or Russia when we were fighting them in the Resource war.

Combat

The other combat skills need some loving. What bugs me in
Fallout 3 is that even if you start out as an unarmed explosive guy, you soon
adopt guns or energy weapons in order to survive. But, with the new dual
wielding system, melee and unarmed finally seem like valid options.

For example, if I

were to sneak up on an enemy from behind, I should be able to grab him in kill
cam and break his neck commando style considering my unarmed skill is high
enough. I should be able to tackle
people to the ground and hit their heads with my crude mace. I should be able
to disarm opponetnts, dualwield with pistol and crowbar ect ect. And plz
GRENADE HOTKEY.

Wooden furniture, fences and doors should at least be destructible.

Armour

This was lacking in fallout 3. Although there were a lot of
different armours that were very well designed by Bethesda, and the New Vegas
variety blew my mind (thx Obsidian), there comes a time when you have seen them
all and you see someone walk by with the exact same clothes as you in a
post-apocalyptic wasteland where most people have to scavenge for clothes.

You could not even mix and match different parts like in TES,
but I have heard that the problem with that was that Bethesda wanted to stylize
the armours so that it did look apocalyptic and scavenged. It would not look
that way if there was a “leather armour set” like the armours in the TES
series. However, with the release of the next gen consoles that are currently
at the level of good gaming pcs (for now), it gives the opportunity to expand
on customization.

Everyone wants to be able to make a unique set of armour for
their character, but we can’t have leather gloves, leather boots, leather ect
ect like in TES as it creates generic sets that are not apocalyptic. But
Bethesda can make it that we the player do the apocalyptic scavenging.

The armour system could work like this: Armour needs to have a base layer (I’ll just
keep using leather for example) like you have a leather jacket. If you find a
hockey shinpad, you could through crafting attach it to one of your sleeves. It
then provides protection to your arm. Find a tin can? Cut and fold it open and then attach it to
your shoulder for a pauldron and so forth. Let it be broken down into components such as
chest piece, back, shoulders, upper arms, lower arms, left hand, right hand,
waist, legs, feet, head, face, neck etc for
armour. The items should give DR to specific body parts, and not the character
as a whole. This allows the armour to look scattered and lets the player
create their own unique armours through crafting.

Next, we want an incredibly vast,
complex array of weapon variations and mods. Fallout New Vegas did this well,
now it just needs to be expanded upon. Like a sight system, silencing, chamber
size, firing rate. You should be able to create your own weapons, not just find
schematics for pre-modelled ones. Creating weapons and experimenting with different
combinations should almost be its own game. Like literally create your own
weapons: Flaming Assault rifle? Electro-Rock-it launcher? Deathclaw hand-canon?
Rotating crowbar mace? Plasma Shotgun?

And on repairing weapons, repairing
shouldn't rely on having another identical one to use. It should come down to just
nuts and bolts etc that you find ingame, unless you can also strip any gun for
any part and any armour for any part. Like maybe you found an awesome gun, but
it’s missing a part which you first need to find. Until then the certain part
that is missing gives a disadvantage in relation to what it is. I’m not a gun
expert, but you know what I mean.

Repair is expanded in this way and

being the tech junkie is a valid option in Fallout 4 as a result.

NPCs and quests

The NPCs really make the game for
anyone

Dynamic weather

AI on level of stalker

No pure good or pure evil factions

How about brutally murder the karma system, burn it's corpse
and dump it in a trash can. And then flesh out the reputation system a bit?

No Enclave, we already killed them 15 years ago.

Make sure one character can't complete every single quest in
the game. Locking content based on previous choices, reputation and skills is
an important part of Fallout.

PLZ not the "Eat a baby or adopt the baby and give it
food?". New Vegas did this brilliantly: just about everything was a shade
of grey. Makes for meaningful and possibly thought provoking choices.

On co-op. I don’t endorse it. Although it might give most of
us nerdgasms the risk of game breaking glitches and the incredible loss of the
single-player open world sandbox element that has made fallout 3, NV and skyrim
great games might be lost.

Being able to get everything would make specialization
totally pointless. The strength of Fallout's SPECIAL system is the fact that
it's incredibly flexible and allows for thousands of different character
builds. Having no level cap and letting players get everything and be able to
do every mission would kill off all of that. Character development is a huge
part of RPGs, and restricting the amount skills, perks or whatever is one of
the best ways to make it interesting and deep. More of an old school RPG system
where the focus is on mastering a few skills, not being a demigod grandmaster
of all skills like in the Elder Scrolls system. If you can get everything on
one character, replay value is about 0. Choices lock off some quests. Replay
value goes up. Honestly in skyrim I was in every single guild which totally
spoiled it for my other characters that would have specialised in those guilds
rather than just Rambo through it like everyone did with their first Skyrim
characters.

Games with multiple paths in main storylines, randomly
generated levels or in general interesting gameplay or stories have high replay
value, meaning you can play them over and over from start to finish, without
being bored or seeing all the content too fast in one go with one character.

I play RPGs for the character interaction, storylines, deep
character development ( having to make choices while doing it ), things like
that.

Vehicles…meh maybe. Mounts? Hell yes! Tremble before my
mighty yao guai! Or how about a Super Mutant who’s life you save and then let’s
you ride him in a totally not-gay fashion? EPIC!

I'm pretty sure anyone who appreciates quality writing in
RPGs would agree that Bethesda's writers are pretty dang horrible. I'm not
saying their games are bad, but that the actual dialogue and stories in their
games are quite poor. The worlds look really damn good, for the most part, but
NPCs can always be defined with one or two words ("arrogant douche", "stupid evil"),
quests are predictable and lack any deeper meaning or content ( morality,
religion, social issues etc. ).
