Is Creative repositioning as some kind ODM? Bit like HTC was
I guess they are hoping their brand is strong enough that the manufactures using their tech will use the fact its 'powered by Zii'

Ok, sorry for my ignorance, but who (what) are these 'partners', actually? Direct competitors, like Sandisk or similar?

This is purely my speculation but I would guess partners would be companies like Dell - that are used to selling rebranded/tweaked hardware (I think Dell Printers are Lexmark ones regigged).

Also we don't really know how much the manufacturers are going to edit to base device (/prays for Ziiphone) so It could be GSM providers that are the secondary market eventually.

So this is an Android equivalent to I-pod touch?
