Where is the best place to look for beginners to learn the techniques used to produce these photographs???

@Joel - I wouldn't say there is any one place to be honest. Everyone will give a different answer to such a question, but for me practice is by far and away the best route. Sure technique books are good, as are some forums where you can ask specific questions, but one of the great things about digital photography is that it's relatively cheap and easy to try things out. I'd say get a techniques book and go try out some different approaches, take your time over your photos and don't fall into the "digital trap" of just firing off a load of shots because you can. Change the settings on your camera and look carefully at what effect they have on-screen. This will raise specific questions in your head, so this is when it's good to post them on a forum. I've found the one at www.dcmag.co.uk pretty helpful in the past.
Camera clubs are one option, but they are a mixed bag. Some are great with lots of nice, helpful, friendly people; others can be a little elitist and off putting. Hope that helps a little.

How long is a long exposure? More than a second?

Err, Cliff - you need to update your "How to Enter" text so the email subject is "Long Exposure" (which sounds kind of kinky now that I think about it...)
